This is a special sub-location in the Forest location.
The Witch's Tree is unlocked by Shiokawa History IV achievement. This sub-location is automatically added to Forest's list after unlocking, without the need to set it up via City History menu.

Nailing a straw doll to this tree will grant you your wish... for a price, that is.
When on Witch's Tree screen, the player can wish for +2 Stamina, a random Spell or +2 Funds. The price for fulling these wishes is a random Curse.
You can leave the Witch's Tree screen at any time; and despite the tooltip saying 'its a bad idea', there's no penalty for doing so right now.
Wish Limit[]
You can ask the witch to fulfill a wish three times; 2nd and 3rd wish will warn you that you're approaching/reached the limit. On Harbringer of Doom difficulty the tree can only be used twice.
After making your first wish visiting the tree incurs a 1% doom penalty, after making your second wish visiting the tree incurs a 2% doom penalty.
If you enter the Witch's Tree screen after using up your three wishes, all the buttons (except 'leave') will be greyed out; and you will receive a 1% Doom penalty along with the following message: "You shouldn't have come here again."
